MR-S Immobiliser issue

Hi, my MR-S only came with x1 touch fob - I have ordered an extra but just cannot get it into the learning mode.
I'm pretty sure its the cobra 8510 cat 2 immobiliser on these as current touch fob looks the same.

This is what the manual and other online posts say to do:
1.Disarm with working programmed fob.
2.Turn ignition on and off 3 times, then back on again within 7 seconds. Led will illuminate.
3.Touch programmed fob on it, led will extinguish then light again.
4.Touch new unprogrammed fob on it, led will do the same.
5.Turn ignition back to off position to finish programming."

But can never get past step 2 as the LED never illuminates after the key procedure?? Its really doing my head in!!

Any one have any ideas?
