Steering column rubber boot

I replaced it the other day. I didn't move the car until today, & the steering is tight. It feels like the boot is tight on the shaft & it looks twisted.

The old one came off in bits, & I didn't see the seperate rubber piece (short tube/long grommet) until the rest was out. I assumed it went inside the rubber bootup at the neck. Wrong?

Re-checked it...was ok.  Mods delete if you wish.
