Can you chip the car with a performance chip ? If so who supply's them ? Anybody.

Short answer no.
To late in the day for the long answer but still basically no.

Need a piggy back or standalone ecu.
Stock 1zz ecu cant be altered. There is very very little extra power to be made from a 1zz without extensive mods.
